J. Jay Cooper

J. Jay Cooper was born in New Castle, Pennsylvania. He was admitted to the bar in 1979. Jay is admitted to the Pennsylvania courts, the Maryland courts, the U.S. District Court for the District of Maryland, and the U.S. District Court for the Middle District of Pennsylvania. Jay received degrees from Pennsylvania State University (B.A., with high distinction, 1976) and The Dickinson School of Law (J.D., magna cum laude, 1979). Jay was named to Phi Beta Kappa at Penn State. Jay was a staff member of the Dickinson Law Review from 1977-1979. He authored "Administrative Bias: An Update," for the Dickinson Law Review in 1978. Jay is a Member of the Dauphin County, Pennsylvania, and American Bar Associations. He practices in the areas of Commercial, Litigation, Real Estate, Employment, and Administrative Law.
